I would vote borderline NP. As long as it runs decently and has AC, you should be able to get at least $1500 for a vehicle in NC.

Ive seen a few like this. The rest of the body is straight. There is a skid plate thing that has never been scraped and the mudflaps have prevented rocks from flying up.

Could always get the hood repainted I guess. New tires, new cat, and respray the hood. For $2000 you'd have a solid little truck.

I'm fine with the hood. It's a truck. I might primer it though to prevent corrosion. And the wheels are rusty so they could be painted too.

My dad said I should just straight pipe it until inspection then put the old cat back on and see if it'l pass. Then take it back off. It's a 1995 so it doesn't actually need to pass an emissions test.
